The SBU detained two senior officials - the logistics chief of the Air Force Command and the head of the SBU's Zhytomyr regional office - for allegedly embezzling defense funds allocated for construction of modular arched shelters at operational airfields.

The scheme involved misappropriation of state budget money allocated for construction of fortifications at strategically important sites, including operational airfields. In May 2025, Hr. 1.4 billion was allocated for modular arched shelters intended to protect aircraft and infrastructure.

The projects did not meet safety requirements, shelters failed to provide adequate protection, and costs were inflated. Despite this, advance payments were transferred to contractors.

The officials sought to halt inspections and conceal the alleged embezzlement by organizing transfer of unlawful benefit totaling about Hr. 13 million.

The two suspects were detained while allegedly receiving $320,000 in cash.
