Emergency blackouts were resumed in all of Ukraine on November 28, 2022 due to a rapid growth of power deficit.

The capacity deficit currently constitutes 27% due to the shutdown of several power plants’ units.

As of 10:00 a.m. on November 28, emergency shutdowns were applied throughout Ukraine due to a 27% capacity deficit resulting from power plant unit shutdowns and increased consumption.

The general deficit in the energy system is attributed to seven Russian missile strikes on energy infrastructure with large-scale damage requiring round-the-clock repairs.
